SUMMARY:
1. For FP and ANC, there are already enough “priority” clients. No need
to over-sample.
2. For SC, overall, priority clients are 13% in Haiti vs. <5% in
Malawi and Tanzania. Slightly higher in hospitals, than in lower
facilities. See 2.1. The number of priority SC clients
per provider is very low, even in hospitals. See
2.2.
3. See the number of total clients listed per provider for each service
in 3.1. In SC, assume 10%-20% are priority (likely
overestimation). There will be only a few priority clients per
provider.
NOTE:
Only clients who completed both observation and CEI are included.

2. Distribution of priority vs. non-prioroity clients
3. Number of clients listed
3.1. Number of clients listed per provider
Approach A
- Maximum line number of among those observed/interviewed (proxy) /
Number of providers who were observed for the service
in the facility
Approach B
- Number of total service-specific clients in a facility / Number of
providers who were observed for the service in the
facility
- BUT this is likely overestimated especially in
large facilities, because it is not the total number listed.
3.2. Number of providers observed per facility
4. Distribution of the number of observation/cei clients per
provider
