La siguiente tabla muestra las viviendas con accesos a agua, drenaje y electricidad en México
El acceso de servicios de Agua y Drenaje en México, tiene una tendencia de crecimiento importante, mientras que para 2020 el 97.2% de las viviendas tienen acceso a agua y 96.1% a drenaje, en 1990 los accesos eran de 75.7% y 63% respectivamente.

Analizar los niveles a total México, se omiten muchas carencias que pueden ser visibles a nivel estado y municipio. Al analizar a nivel estado, podemos ver que para el anio 2000, todavía había 5 que menos del 70% de sus viviendas tenian acceso a agua (Guerrero, Oaxaca, Chiapas, Veracruz y Tabasco). Mientras que para drenaje eran 9, agregandose a la lista Yucatan, San Luis Potosi, Campeche, Puebla, Hidalgo pero sin incluir Tabasco en donde las viviendas tenían un acceso del 85.4% en Drenaje como se puede observar en la siguiente tabla y grafica

Misma situación que un análisis a nivel total país, el nivel estatal esconde muchas carencias que son visibles cuando analizamos municipalmente las carencias en servicios de agua y drenaje.
En el siguiente grafico de dispersión se muestran a nivel municipio (2,400 municipios aprox) cuantos de estos tienen al menos el 60% de sus viviendas acceso a agua potable y drenaje, y llamaré ” municipios muy carentes” a los municipios que tienen en ambos indicadores menos del 60% y llamaré “municipio carentes” a los que solo uno de los dos indicadores (acceso a agua o drenaje) es menor al 60% y el otro mayor al 60% y por último llamaré “municipios con servicios” a los municipios con los dos indicadores arriba del 60%

Un grafico todavía más revelador es que dividimos la región seleccionada entre municipios rurales y urbanos. Rurales son aquellos municipios con menos de 2,500 habitantes.
Así encontramos que de los estados seleccionados en muy carentes, al dividirlo en rural y urbano, se puede observar que en la zona rural, para el año 2000 en los estados muy carentes solo el 14% de sus municipios contaban con servicios arriba del 60% y del urbano solo el 22% de los municipios

Al analizar estado por estado, se generaron 3 grupos de estados mutuamente excluyentes que tienen la misma inspiración decidida para los grupos de municipios antes mencionados, “estados con servicios”, “estados carentes” y “estados muy carentes” y al notar que para varios de los estados se nota una mejoría muy marcada entre 2000 y 2005 se crearon otros dos grupos de estados llamados “estados_muy_carentes_crecim_2000_2005” y “estados_carentes_crecim_2000_2005” Quedando de la siguiente manera:
