Life Counts GA Privacy Policy

This privacy policy governs your use of the software application, Life Counts GA (“Application”), that was created by the Center for Spatial Planning Analytics and Visualization at Georgia Tech for the Georgia Department of Behavioral Health and Developmental Disabilities (“Department”). The Application is a smartphone-based system that provides the Department a tool that allows citizens and first responders to report incidences of opioid overdose and applications of Naloxone. The Department is the designated state entity in Georgia responsible for reporting data on Naloxone use and overdose reversal incidents to the Substance Abuse and Mental Health Services Administration (SAMHSA), a division of U.S. Department of Health and Human Services.

What information does the Application obtain and how is it used?

The Application seeks slightly different information from two types of users – 1) the general public who may have a need to administer Naloxone to someone close to them, and 2) the first responders who attend to patients of opioid overdose and administer Naloxone. The questions for the general public asks citizens to report the age range, race, and gender of the recipient of Naloxone, zipcode where the overdose incident occurred, dosage, and whether Naloxone was successfully administered. The first responders will need to report some additional information about themselves, including their agency, name, city, county, phone number, and email address. No other information, including personally identifiable information about the patients, is collected. The Department has a federal requirement to track this information and report to the federal government. The Department also uses the data to address gaps in the distribution of Naloxone across the state.

Securing your data

We are concerned about safeguarding the confidentiality of the information being collected through the Application. The information is stored and transferred with a high level of encryption that is standard in the industry. No third parties will have access to this data other than the designated authorized persons at Georgia Tech and at the Department. SAMHSA will not have direct access to the data but will receive a report delivered to the agency by the Department as required by federal law. Please be aware that, although we endeavor to provide reasonable security for information we process and maintain, no security system can prevent all potential security breaches.

Changes

This Privacy Policy may be updated from time to time for any reason. We will notify you of any changes to our Privacy Policy by posting the new Privacy Policy.
