Overview

About this course

Responding to the Pandemic: Voice, Equity and Governance pilot short course is designed for public health professionals developed by the Centre for Professional Skills Development in Public Health (CPSD) at BRAC James P Grant School of Public Health, BRAC University in collaboration with Bangladesh Health Watch (BHW). The pilot course focuses on Health Systems Strengthening (HSS) through responding to the COVID-19 Pandemic leading to achieve Universal Health Coverage (UHC) in Bangladesh.

Who is this course for

The short course is design for potential participants of heath care practitioners, programme/policy planners and managers in the government, NGO, INGO, and private sector who want a better understanding of the tools, approaches on responding to a pandemic. Participants should be nominated by the respective supervisors or organizations where they affiliated. They should have relevant work experiences and commitment to complete the course.

Outline of the course

This course is divided into five themes and organized as follows:


Theme-1: Overview of Pandemic - introduces successes and challenges of Public Health interventions in Bangladesh, knowledge of recent public health events and its management in Bangladesh, knowledge of COVID management and prepare for future pandemics, and dynamics of spread COVID-19 in Bangladesh


Theme-2: Pandemic and Health Systems Preparedness - introduces the dynamics, challenges and management of testing, and contact tracing, the importance of data surveillance, challenges of hospital readiness and preparedness, and learning about equitable health systems and budgets


Then, Theme-3: Pandemic and Social Science Perspectives - explores COVID-19 beyond disease model (social, cultural, economic) and understanding of the social, cultural context of communication messaging


Next, Theme-4: Pandemic and Coalition & Partnerships - focuses on critical reflections on the need for partnerships to tackle Public Health challenges.


Finally, Theme-5: The Service Delivery Improvement Project (SDIP): A practical tool for equity related project planning and management - focuses on useful practical tools for project planning and management to address health governance related problems under participants’ SDIP project. It guides participants to apply responding to the pandemic in their professional work using logical framework such as vertical logic and horizontal logic.

Learning Outcomes

Course learning outcomes

By the end of this course, participants will be able to:

  • Understanding of successes and challenges of Public Health interventions in Bangladesh

  • Knowledge of recent public health events and its management in Bangladesh

  • Knowledge of COVID management and prepare for future pandemics

  • Understanding dynamics of spread COVID-19 in Bangladesh

  • Understanding the dynamics, challenges and management of testing, and contact tracing

  • Understanding of the importance of data surveillance

  • Understanding challenges of hospital readiness and preparedness

  • Learning about equitable health systems and budgets

  • Describe the pathways through which health inequities are created and persist; more specifically broader social, economic, political and legal factors influencing the health of marginalized populations in the country

  • Understanding COVID-19 beyond disease model (social, cultural, economic)

  • Understanding of the social, cultural context of communication messaging

  • Critical reflections on the need for partnerships to tackle Public Health challenges

  • Prepare and implement a service delivery improvement project (SDIP)

Teaching and structure

This ONLINE course was conducted between 14 September - 2 October 2021, three days a week (Tuesdays, Wednesdays, Saturdays), from 4:00PM to 6:30PM each day (sometimes sessions maybe continued up to 7PM). Teaching and Learning (T&L) methodologies of the course involves power point led discussions. Participants will also need to spend time about 1-2 hour a week on self-directed reading. Finally, participants have to submit a SDIP (group assignment) to successfully complete the course within next one month. Participants will evaluate the course on daily basis via a Google Survey Form.

Assessment and certificates

All participants would receive certificates from the BRAC James P Grant School of Public Health (BRAC JPGSPH), BRAC University who successfully complete the course including final submission of practical work called Service Delivery Improvement Project (SDIP) Plan. Participants are be expected to take part in presentations and receive feedback on the presentation. Each participant is assessed through a presentation and submission of written SDIP report. Additionally, BRAC JPGSPH keeps daily attendance through a Google attendance sheet which carries 10% of total assessment.

Structured follow-up

Three TEAMS were formed with all course participants. They had been followed up for four weeks between 1 December 2021 to 28 February 2022 after completion of the course on 2 October 2021. It should be noted that this follow up is critical to reinforce their learning as they intend to apply their learning through a practical project called Service Delivery Improvement Project (SDIP). During this follow up, the Lead Facilitator provided feedback on their final draft SDIP and each team was supposed to address those feedback and resubmit the updated SDIP for further comments. Thus, each team completed SDIP through iterative process which is unique feature of this experiential learning course.

Course evaluation

The participants evaluated the course at end of the pandemic course. We sent a Google Form to each participant after completion of the course and requested them to return the form at their earliest convenience. Participants evaluated three aspects of the course: learning content, teaching and learning (T&L) methods used, and facilitation.
