Overview

About this course

Good Governance in Health Sector short course is designed for public health professionals developed by the Centre for Professional Skills Development in Public Health (CPSD) at BRAC James P Grant School of Public Health, BRAC University in collaboration with Bangladesh Health Watch (BHW). The course focuses on ‘Health Systems Strengthening (HSS) towards Universal Health Coverage (UHC)’. It introduces participants to basic principles of governance, good governance such as responsiveness, accountability, and transparency.

Who is this course for

This course is for: health programme planners and managers of Government, NGO/INGO and private sector, University faculty (particularly public health), other professionals in the health sector, and journalists.

Outline of the course

This course is divided into five themes and organized as follows:


Theme-1: Overview of Governance - introduces the basic principles of governance, good governance, inter-sectoral collaboration such as GO-NGO, Public-Private collaboration.


Theme-2: Overview of Health Governance - introduces the health system governance framework, health governance from a health ministry perspective, importance of governance in health service delivery, current state of collaboration and coordination and coordination and citizen engagement (CE) or third-party engagement in quality control in service delivery. It also focuses on application of governance framework in Bangladesh in COVID-19 response.


Then, Theme-3: Health Governance Standards & Practices - it explores collaborative governance, national integrity Strategy (NIS), right to information (RTI), and grievance redress strategy (GRS).


Next, Theme-4: Health Governance: Ground Realities & Ways Forward - focuses improving governance in health sector through universal health coverage (UHC), ensuring governance in health service delivery: responsiveness, managing stakeholders, coordination & coalition, performamce monitoring & evaluation.


Finally, Theme-5: The Service Delivery Improvement Project (SDIP): A practical tool for equity related project planning and management - focuses on useful practical tools for project planning and management to address health governance related problems under participants’ SDIP project. It guides participants to apply good governance in their professional work using logical framework such as vertical logic and horizontal logic.

By the end of this course, participants will be able to:

  • Quality Control (QC) in Service Delivery, Performance Monitoring and Evaluation

  • Develop a project focusing on solving health inequities using the Service Delivery Improvement Project (SDIP) tools

Teaching and structure

This ONLINE course was conducted between 13 December - 30 December 2021, three days a week (Saturdays, Mondays, Wednesdays), from 3:30PM to 5:30PM each day (sometimes sessions maybe continued up to 6PM). Teaching and Learning (T&L) methodologies of the course involves facilitator led interactive discussions, case studies, group discussions, exercises (think-pair-share), brainstorming/free listing, and panel discussions with public health specialists and experts. Participants also spent time about 1-2 hour a week on self-directed reading. Finally, participants submitted a SDIP (group assignment) to successfully complete the course within next one month. Participants evaluated the course on daily basis via a Google Survey Form.

Assessment and certificates

All participants would receive certificates from the BRAC James P Grant School of Public Health (BRAC JPGSPH), BRAC University who successfully complete the course including final submission of practical work called Service Delivery Improvement Project (SDIP) Plan. Participants will be expected to take part in presentations and will receive feedback on these. Each participant will be assessed through a presentation and submission of written report. Additionally, BRAC JPGSPH keeps daily attendance through a Google attendance sheet which carries 10% of total assessment.

Structured follow-up

Three TEAMS were formed with all course participants. They had been followed up for four weeks between 1 January to 26 March 2022 after completion of the course on 30 December 2021. It should be noted that this follow up is critical to reinforce their learning as they intend to apply their learning through a practical project called Service Delivery Improvement Project (SDIP). We used to meet one a week with each of thee teams (Monday, Wednesday, Thursday) using Google Meet Virtual Platform. During this follow up, the Lead Facilitator provided feedback on their final draft SDIP and each team was supposed to address those feedback and resubmit the updated SDIP for further comments. Thus, each team completed SDIP through iterative process which is unique feature of this experiential learning course.

Course evaluation

We followed a Daily Evaluation strategy instead of end of the course evaluation approach. We sent a Google Form to each participant after each session and requested them to return the form before next session. Participants evaluated three aspects of the course: learning content, teaching and learning (T&L) methods used, and facilitation. There were open ended question in the form to receive participants’ feedback on the course. Participants feedback helped us to improve the short course.
