An Indonesian National Development Bank is planning to roll out a new financing product called “program loan” to municipalities in Indonesia. It is essentially a result-based financing where the disbursement of fund is linked to the achievement of a set of pre-agreed indicators for the proposed municipality program(s). These indicators are called disbursement-linked indicators (DLIs) .
One of the sectors that the Bank is looking at is the water sector which is being implemented by the local water company (PDAM). Before rolling out the product, the Bank is mapping potential PDAMs that can be targeted for program loan and looking at the performance areas that the program could aim, among other things.
The analysis will be using the database extracted from the Performance Report of PDAMs in 2018 issued by the Directorate General of Public Works of the Ministry of Public Works and Public Housing of Indonesia.

From the data cleansing that we’ve just performed, out of 380 PDAMs, only 326 PDAMs are eligible for further analysis. Of the 326 PDAMs, we will create a new column to categorize them into four regions based on the classification done by the Directorate General of Public Works of the Ministry of Public Works and Public Housing of Indonesia. These four categories are Wilayah 1 (Sumatera island), Wilayah 2 (Java island), Wilayah 3 (Kalimantan, Sulawesi, and Maluku islands), and Wilayah 4 (Bali, Nusa Tenggara, and Papua islands).

Based on the above information we can summarize the following information:
a. The Province that has the most PDAMs goes to Jawa Timur or East Java with 38 PDAMs, followed by Jawa Tengah or Central Java with 35 PDAMs and Jawa Barat or West Java with 23 PDAMs. This explains out of four Regions or Wilayahs, the Wilayah that has the most PDAMs is Wilayah 2 which covers the Java island only with 108 PDAMs available. Meanwhile, the only Wilayah that has the least PDAMs is Wilayah 4 which covers the Eastern part of Indonesia (Bali, Nusa Tenggara, and Papua islands) with only 40 PDAMs available in that Region compared to the other Wilayahs that has over 80 PDAMs. This shows that there is a huge gap that needs to be filled in the Eastern Part of Indonesia, especially when it comes to access to drinkable water.
c. Majority PDAMs are categorized as SEHAT or HEALTHY with a total number of 210, 93 are KURANG SEHAT or LESS HEALTHY and the rest 23 are categorized as SAKIT or SICK PDAMs.
c. Although majority of PDAMS are categorized as SEHAT or HEALTHY, there are more PDAMs that have yet to achieve full cost recovery (Non-FCR) with a total number of 193, compared to PDAMs that have achieved FCR (only 133). This warrants for further checking on which indicators that mostly correlate with the overall performance of the PDAMs.

Based on the “hot spot” data above, the indicators that correlate the most with the performance rating of PDAMs are as follows:
a. Total customers
b. Return on Equity (ROE)
c. Cash Ratio
d. Solvency Rate
e. Resolution Rate
f. Customer Water Quality
g. Domestic Water Consumption
h. Non-revenue water
i. Operational service hours
j. Water pressure at customer connection
k. Employee over customer ratio
Of the 11 indicators that have high correlation with the PDAMs’ performance rating, there are at least four indicators that are very important for the Bank to look out for the piloting phase of the program loan, namely:
a. ROE is a good indicator that shows the profitability level of the PDAM for investors, like the Bank. The higher the ROE, means the company has potentials to generate more profits, which could be used as a source of repayment for the loan;
b. Cash ratio is a good measurement of the PDAM’s liquidity, which means that the company has the ability to repay its short-term debt with cash or near-cash resources;
c. Solvency ratio shows how well a company’s cash flow can cover its long-term debt. This indicator can be used to determine the likelihood whether the company will default or not; and
d. Non-revenue water (NRW) is water that has been produced but lost before it reaches the customer. A high NRW indicates poor administrative management, poor customer billing system, and/or due to technical damage of the piping network. Hence, we should aim for high NRW for the potential PDAMs for the Municipal program loan. The program loan can aim for decreasing the NRW rate as a start. Additionally, NRW reduction is part of the priority program of Indonesia National Medium-Term Development Plan.

Next, we need to identify max. 2 Municipalities in each Wilayah that are considered healthy, but still have some room for improvements for the piloting phase of the program loan. Aside from the above indicators, we will also consider FCR as an indication that the PDAM is financially healthy as they no longer need to subsidize the cost for the consumers.

From the table above, it can be inferred that there are four Municipalities that have the highest NRW rate (sorted from the highest to the lowest NRW), namely:
Kota Bengkulu
Kota Bandar Lampung
Kota Jambi
Kota Bukit Tinggi
From the four Municipalities, Kota Bengkulu and Kota Bandar Lampung seemed like a good fit for potential Municipalities to obtain Program Loan from the Bank as they have high numbers of Cash Ratio and Solvency Rate compared to the other two. This means that the two PDAMs will have no problem in repaying the debt as they are liquid and have good cash flow. However, it should be noted that in terms of ROE, they are lower than the other two Municipalities which indicate that the two PDAMs are still struggling in increasing their profit base, which make sense since the NRW rate is very high.

From the table above, it can be inferred that there are 18 Municipalities that have the highest NRW rate. Of the 18 Municipalities, 2 Municipalities have the highest Cash Ratio and Solvency Rate, namely Kabupaten Jombang and Kabupaten Sragen. Although they are not the Municipalities with the highest NRW rate like Kota Bandung and Kota Tegal, but at the initial phase of the Program Loan, the Bank should focus on the PDAMs that can help the Municipalities that may be able to repay the loan.

For Wilayah 3, there are 5 Municipalities that have the highest NRW with majority located in North Sulawesi or Sulawesi Utara. For the sake of operational efficiency, the Bank can cooperate with the Province of North Sulawesi to do a province-level NRW Reduction program to help the PDAMs in the three Municipalities, namely: Kabupaten Bolaang Mongondow, Kabupaten Minahasa Utara, and Kota Bitung.

For Wilayah 4, the Bank can aim for providing program loan to Kabupaten Fak-Fak of West Papua Province as it has the most NRW rate of the three Municipalities. Speaking of ROE, cash ratio, and solvency rate, PDAM in Kabupaten Fak-Fak fare pretty well, especially when compared to PDAM in Kabupaten Kupang. However, the number of customers is significantly lower compared to the other two PDAMs. Hence, aside from decreasing NRW rate, the Bank could also aim at investing in a program to improve customer registration.
Based on the mapping that we did, the following are the potential Municipalities that the Bank can aim for the initial phase of Program Loan, namely:

The following are the potential measures for NRW Reduction that can be implemented in these Municipalities through the Bank’s Program Loan, namely, but not limited to:
improving customer registration;
undertaking surveys of illegal connections;
improving meter management;
improving customer relations and complaints register;
improving leak repair register and response times; and
providing staff incentives for NRW reduction.
