PAVE Usage - Aggregate

Purpose/Context:
Convey metrics representing usage of and activity on PAVE post v1.3. To include metrics representing both aggregate usage. Planned organization is:
- Account metrics (ex: # of accounts, status of accounts, etc.)
- User metrics (ex: total registered users, total approved users, etc.)
- Activity metrics (ex: # unique logins per week, max vs. min usage, etc.)
- Client metrics (ex: total clients on PAVE, total clients high risk, etc.)

Account Status Definitions
- Created - Status begins upon conception.
- Registered - Status begins when the agency information form is completed for the first time.
- Pending Approval - Status begins once the P&P form is submitted for the first time.
- Approved - Status begins when we approve the agency to proceed to finalizing onboarding.
- Denied -
- Pending Launch - Status begins when the finalize-onboarding forms are all submitted
- Launched - Currently not done through PAVE (only in DB/manually). This means the agency is live on PAVE.
