CEV were much higher users of all types of secondary health care in both 2019 and 2020. Adjusted for the size of the population, they had 5.8 times more outpatient use than non-CEV people in 2019 (range of 4.2 to 6.6). They had approximately 12 times more elective admissions in 2019 than non-CEV people.
The non-CEV cohort was much younger than the CEV cohort. In NW London, the average age of the non-CEV cohort was 36 compared to 63 for CEV people. In Liverpool and Wirral, the age differences were even starker. There were no differences according to deprivation.
In North West London, outpatient and A&E attendances fell at approximately the same rate for CEV and non-CEV people. In April 2020, compared to the same month in 2019, outpatient attendances were down by 47% for CEV people and 42%% for everyone else. In the case of hospital admissions (emergency and elective), activity fell less steeply for CEV people compared to non-CEV people. Elective admissions fell by 90% for non-CEV people and 65% for CEV people.
In Liverpool and Wirral, across all types of services, activity fell less steeply for CEV people. For example, in April 2020, elective admissions fell by 90% for non-CEV people but only by 49% for CEV people.
