1 HARTFORD — As Hartford examines the future of parking lots at key development locations in the city, the state of Connecticut is putting up for sale one it owns a short walk from the state Legislative Office Building, making it ripe for redevelopment that could build on recent projects in the Frog Hollow neighborhood.
2 The 1.2-acre surface lot at the corner of Broad Street and Capitol Avenue is on a priority list of state-owned properties located in federal “Opportunity Zones” that could be sold for redevelopment, with the intent of strengthening city neighborhoods, getting the properties back on the property tax rolls and giving investors tax incentives.
3 “It is a very rare opportunity to develop a piece of property on Capitol Avenue,” said Shane P. Mallory, administrator for statewide leasing and property transfer for the state Department of Administrative Services, which is handling the sale. “So we think it has a lot of potential.”
4 The parking lot — now used by state employees during the week and the public on weekends — comes up for sale without an asking price as the debate over the number of parking lots in locations around the city prime for redevelopment has again heated up in recent months.
5 A proposal by city Councilman John Q. Gale to significantly raise licensing fees for parking operators to encourage redevelopment was put off by the council in January — at least for the near future. But the city is pushing ahead with a comprehensive study of parking needs throughout Hartford, not only surface lots, but garages and on-street parking.
6 One issue is likely to be the development of the $200 million-plus “North Crossing” — the former Downtown North — which will gradually replace surface lots used by downtown workers and visitors to Dunkin’ Donuts Park over the next five or so years.
7 The Capitol Avenue parking lot is located in an area that may be poised for larger change. Just to the north is the former Broad Street headquarters of The Courant, which reportedly is for sale. But brokers in the city say there is no active listing for either sale or lease. CBRE, the commercial real estate services firm representing the property, declined to comment.
8 The lot at 340 Capitol Ave. has existed for nearly 20 years, replacing a former factory that was converted into an office for state workers in the late 1960s. At the time, the developer crowed that the 4-story structure — dating to the early 1900s — looked like a “solid, sound structure that would last 200 years,” according to a story in The Courant.
9 The building’s life span proved considerably shorter, however, as it headed for demolition in 2002, 1-inch cracks discovered in walls with a foundation that was slowly sinking. The state had purchased the building for $3.8 million in 1984, a section of the Park River, enclosed in a buried conduit, on the property’s northern border.
10 The area is zoned for mixed-use redevelopment and could potentially build on other recent redevelopment projects in the area, the largest being the conversion of the former Hartford Office Supply building — now the Capitol Lofts — into 112 mixed-income rentals. The $36 million project. which included $7 million in state-taxpayer backed loans from the Capital Region Development Authority, was completed in late 2016.

13 The city clearly wants to extend the success of Capitol Lofts and small businesses like Story and Soil, which will enter its fourth year on Capitol Avenue in July, said I. Charles Mathews, the city’s director of developmental services.
14 “I want a developer to come and think outside the box, come up with a concept consistent with zoning that may work and that’s fundable,” Mathews said. “As you well know, with all developers — their concept is only as good as their ability to get financing for the project.”
15 It is also conceivable that a buyer might want to keep the property as it now is, just for parking.
16 Michael W. Freimuth, CRDA’s executive director, said the quasi-public agency has not been approached by any potential buyer for possible public financing.
17 One challenge to the redevelopment, Freimuth said, is the requirement that the buyer replace the 160 spaces now used by state employees, either on the property or somewhere nearby. That, Freimuth said, will “complicate deal-making.”
18 “It’ll either compromise land sale price or increase development costs,” Freimuth said. “There’ll need to be some creative shared parking that is allowed by zoning.”
19 Mallory, of the Department of Administrative Services, said the state wants to get properties like the one on Capitol Avenue back on the tax rolls, but the state has to find a way to replace the lost parking without incurring more expenses.
20 “We do very much not want parking lots — surface lots — so we’d very much like to see it developed,” Mallory said. “But we do need to find a solution to the parking.”
21 CRDA found itself in a similar situation about a half-mile to the east as it sought to provide state employee parking, to push forward with the redevelopment of the sea of parking lots around the Bushnell Center for the Performing Arts. The solution was a $16 million, state-financed parking garage, now nearing completion, that would be shared by state employees and the public.
22 That wouldn’t be so easy at 340 Capitol because there are far fewer options and available land, Freimuth said.
23 The parking lot is being marketed without an asking price “because our major goal is to work with the city on development there,” Mallory said. “So we’re pretty open to listening to ideas. Although price is very important, it isn’t the only variable.”

7 New London — Hundreds of cars crowded into the Ocean Beach parking lot on Sunday, not to enjoy the soft sand or the kiddie rides, but to hear the word of God.
8 It was the second Easter in a row that the COVID-19 pandemic has turned the day celebrating Jesus’s resurrection into a spectacle for the Calvary Chapel in Eastern Connecticut, which is a part of the international Calvary Chapel network of more than 1,700 churches. All told, almost 300 cars, many carrying families, parked and either rolled the windows down or tuned in to a radio station to listen to the Easter service.
9 Pastor Joe Paskewich led the proceedings from atop a flatbed truck with other members from the church and live music. Calvary Chapel Eastern Connecticut has churches in Oakdale, Uncasville, New London and Lebanon. On Sunday the chapel held additional services at the Whale’s Tail in downtown New London and in Lebanon.
10 Paskewich said last year’s Easter service began a new kind of Sunday worship for the church as they moved to outdoor services all the way until the end of November.

2 NEW MILFORD — After a missing hiker was found dead Sunday night in Lake Lillinonah, local officials are urging the public to be cautious while hiking.
3 Several agencies responded to Lovers Leap State Park for a report of a missing hiker, according to the state Department of Energy and Environmental Protection spokesman Will Healey.
4 “We send our condolences and deepest sympathies to the family and friends of the hiker that tragically lost their life,” Mayor Pete Bass said Monday morning.
5 He said local officials want to take the time to remind people, “especially at Lovers Leap (State) Park, there’s very steep and treacherous terrain in certain areas.”
6 “When visiting, familiarize yourself with the terrain, give yourself extra time,” Bass said.

2 With more people getting vaccinated amid universal adult access, Gov. Ned Lamont said Monday he expects outdoor parades and graduations will be held this spring.
3 Details on easing restrictions for these events, swiftly canceled last year over concerns about the spread of COVID-19, are expected in the coming weeks as the state moves to vaccinate as many college and high school students through dedicated clinics in April and May.
4 “I think graduation, primarily outside, everyone wearing the mask, you can count on that,” Lamont said Monday.
5 Lamont said the decision to allow outdoor graduations and parades will likely hold unless “something changes dramatically.” He said indoor graduations may also be possible if there is inclement weather.
6 “I know that’s important to a lot of you as you want to plan ahead. So plan on it,” Lamont said.
7 With vaccine eligibility expanded to everyone 16 and older last week, state officials expect the number of people vaccinated to increase quickly in the coming weeks. As of Monday, 45 percent of all adults age 16 and older had received at least one dose, according to the state’s data.
8 The majority of those people graduating from high school and college are now eligible for the vaccine, and Lamont and other state officials said the number of people vaccinated will be much higher by the end of the month.
9 Lamont said state officials are hopeful that 40 percent of all people age 16 to 44, who became eligible last Thursday, will receive at least one dose of the vaccine by the end of the week. The hope is then to reach 60 percent within the next couple of weeks, he added.
10 “We feel that by the end of April, we will be in a much different position, and hopefully, a more confident position for what we can expect for the future,” Lamont said.

12 “Get vaccinated now. There is capacity. And that will make our decision making a little easier,” Lamont said.
13 Since expanding eligibility last week, Lamont’s Chief Operating Officer Josh Geballe said the process has been going smoothly.
14 “There’s a ton of new appointments opening up every day,” Geballe said.
15 In order to further drive up vaccine numbers, Connecticut this week is launching its fleet of 35 mobile clinics, run by the state Department of Public Health.
16 Despite warmer weather and eased restrictions on businesses and personal gatherings, Lamont said it does not appear Connecticut will see another wave of COVID-19 infections.
17 After an uptick that stretched into late last week, it appears new infections and hospitalizations have leveled off. Connecticut reported a 3.28 percent positivity rate for COVID-19 tests administered through the weekend — the lowest in about 10 days. Hospitalizations dropped a net of 15 patients to 484 statewide. A total of 19 deaths were reported through the weekend.
18 “I feel like it’s steady as she goes here, we’re looking for any sharp breaks,” Lamont said.
19 Dr. Scott Gottlieb, a Connecticut resident and former head of the U.S. Food and Drug Administration, said Monday he expects a tipping point of infections this month.
20 “I think that you’re going to see a situation ... where you really start to see cases decline, hospitalizations decline more dramatically,” Gottlieb said, noting the increasing number of people vaccinated against COVID-19.
21 Connecticut continues to rank among the worst in the nation for cases per capita, according to the Centers for Disease Control and Prevention data. Over a seven-day average, Connecticut saw 245 cases per 100,000 residents. Despite ranking high in cases, Connecticut remains among the lowest for deaths per capita from COVID-19.
22 Dr. Rochelle Walensky, head of the CDC, said Monday the United States is entering its fourth week of increased trends in cases.
23 “I understand that people are tired and ready for this pandemic to be over, as am I,” Walensky said during a White House COVID briefing. “Please continue to hang in there and continue to do the things we know prevent the spread of the virus.”
