Mr Smith’s “Little” Nightmare!

Mr Smith, a HEAD CHEF at Manhattan’s steakhouse, found a rat “stealing” his tomato. He wasn’t aware that the restaurant was infested with rats. He relayed his concerns to the government as he was curious to know if the rodent inspectors were currently working on getting rid of those rats. Similarly, the GOVERNMENT would like to help more people like Mr Smith by targeting areas which required more rodent inspectors to be deployed. How can we ensure that both parties achieved their respective goals?
