From 2018 to 2019, it looks like there was a 45% increase in RRH beds dedicated to Veterans.
From 2019 to 2020, both PSH (exceeding 2017 levels) and RRH beds (not exceeding 2017 levels) increased, however, homeless Veteran numbers still increased.
This 2020 Veteran increase, from what can be determined from the aggregate data, might be caused by just an increase in homelessness, an increase in people who report being Veterans, or an increase in Veteran dedicated TH.
This report looks to see why there has been an increase in the years 2018, 2019, and 2020.

horiz = TRUE)2018 and 2020 had increases in Veteran Homeless numbers. Looking at the chart below, we can see notable changes in the overall number of project types. 2019 has the lowest amount of projects reported on the HIC.
2018 saw a loss of 1 OPH (the other two were reclassified to PSH), 2 new ES projects, and 2 less TH projects.
2020 saw 1 increase in OPH, 4 decrease in PSH, 4 increase in RRH, and 3 increase in TH.

In overall beds, 2018 lost 271 net beds with the majority coming from RRH. 2020 saw an increase in beds across the board, but still had fewer beds than in 2017.

The utilization rate of SH and TH have generally been decreasing since 2017. In 2018, the utilization rate for PSH was 10% lower than 2017, though 2018 had about 50 more people enrolled.

Looking at Veteran beds alone that were reported on the HIC, 2018 saw a reduction of 339 Veteran Dedicated beds. 313 of these dedicated beds were RRH. This is a part of the greater reduction in RRH beds overall for 2018. The number of Veteran beds dropped significantly again in 2019, before increasing in 2020.

Vet PSH beds remained constant in 2018 and the overall PSH beds increased by 14.66%. However, in 2019, overall PSH beds dropped by 2% and the total of Veteran PSH beds dropped 20%. 2020 saw a 44% increase in Veteran PSH beds and a 4.77% overall.

I believe this is the biggest factor contributing to an increase in homeless Veterans in 2018. In 2019, the overall number of RRH beds decreased by 45%, but the number of Veteran dedicated RRH beds increased by 45%, so this could contribute to the decrease in Veteran Homelessness seen in 2019.
2020 saw an increase in Veteran dedicated and overall RRH beds.
