Indicator Description:
Prevention Quality Indicators (PQI) overall composite per 100,000 population, ages 18 years and older. Includes admissions for one of the following conditions: diabetes with short-term complications, diabetes with long-term complications, uncontrolled diabetes without complications, and diabetes with lower-extremity amputation, chronic obstructive pulmonary disease, asthma, hypertension, heart failure, and angina without a cardiac procedure, dehydration, bacterial pneumonia, or urinary tract infection.

Observed Rate per 100,000 people:
The number of PQI discharges among county residents, divided by the county population, multiplied by 100,000.

Expected Rate per 100,000 people:
The expected number of PQI discharges among county residents, adjusted by age, gender and race/ethnicity, divided by the county population, multiplied by 100,000.

Observed vs. Expected:
In the plots above, the distance of a point from the diagonal axis reflects the difference between its observed and expected rates. Points above the diagonal axis reflect counties that observed more PQI discharges than expected, while points below reflect counties that observed fewer PQI discharges than expected.
