Permit transaction Description
Transfer Sale, gift, or trade of permit into/out of community
Migration Permit holder moves into/out of community with permit
Cancel Permit is cancelled for any of several reasons (e.g., criminal revocation, failure to pay fees)

Net cumulative count of permit transactions: In each community in each year, the number of transfers/migrations/cancellations of permits out is subtracted from the number of permits in. The net total is then summed across years for each community and transaction type. Cancellations are by definition negative.
