Business rates is the commonly used of non-domestic rates, a tax on the occupation of non-domestic property (National Non-Domestic Rates - NNDR). Rates are a property tax with ancient roots. Business rates are the latest incarnation of a series of taxes for funding local services known as rates, based on property values. The first rate was part of the Elizabethan Poor Law Act 1572, which established relief for the poor at the local parish level, paid for by inhabitants of the parish. A system of rates to fund local government and services evolved over the next three centuries, including a separate system for London from 1869 to 1963. Changes included a stricter definition of how to value for a rate, the introduction of a valuation list containing the assessed values, the ability to object to the assessed value and the introduction of the valuation officer, appointed by the Commissioners of Inland Revenue (now Her Majesty’s Revenue and Customs), as the assessor.

For this we have collected data from the official website of United Kingdom data storage https://data.gov.uk/data/search?theme-primary=Business%20%26%20Economy. Rating lists are created and maintained by the Valuation Office Agency, a UK Government Executive Agency. Rating lists can be altered either to reflect changes in properties, or as valuations are appealed against. New rating lists are normally created every five years, however, the 2015 revaluation has been postponed until 2017.

We found empirical support for H1. The average period charge for any company was 2610 in comaprision to 1118 companies. Whereas the average exemption amount was 247.3 while there were some companies with 0 exemption ampunt for their companies. The regression analysis has been tested for period change with respect to SBR SUPPLE, SBR RELIEF and RV. The average period charge exempted by the companies was 9819 with p-value: < 2.2e-16.
This paper gives a proper analysis of the rate exempted by companies for business rate properties which varies with respect to the Supplemental Balancing Reserve(APPLIED/SUPPLE/RELIEF) of the companies under UK government.
