An analysis of the Virginia Beach Citizen Satisfaction Survey

  1. Introduce Virginia Beach’s plan to construct an 18,000 seat multi-purpose center.
  2. Determine the desirability of the project based upon the Citizen Satisfaction Survey data.
  3. Present consolidated survey results for all to see.

Introduction

The plan to build an 18,000 entertainment and sports venue is not in the best interest of residents. This multi-million dollar project fails to address what residents are most dissatisfied about. It does not address what residents actually want or need.

This, of course, is an opinion.

What influenced my point of view? Contrary to what I see on the local news channels, I’m sure there are others who question the value of this project. Unfortunately, they are not making the news. But they are out there. It just may take a little digging to find them.

I am enjoying practicing exploratory data analysis (EDA) on different datasets. I’ve been looking for more datasets to refine my skills. After completing the Police Incidents dataset, I stumbled upon the Citizen Satisfaction Survey data.

Since 2007, the city of Virginia Beach has conducted a biennial survey. Distributed to about 500 residents, it asks questions on many topics. Questions from city services to neighborhood schools from cultural events to city beaches.

For 10 years, participants rated their satisfaction on about 68 questions. Responses range from Very Satisfied, Satisfied, Dissatisfied, or Very Dissatisfied. Or may range from Strongly Agree, Agree, Disagree, or Strongly Disagree depending upon the question. The survey uses a four category Likert scale. The even number of responses only allow participants to be 1) satisfied or dissatisfied or to 2) agree or disagree.

Now that we know a little about this survey, let’s learn a little about the arena project.

In February 2014, United States Management (USM) proposed an 18,000 seat multi-purpose arena to Virginia Beach City Council. Residents attended public hearings and local interest simmered.

USM experienced setback in the fall of 2016. They were unable to secure financing to begin construction. Undeterred USM requested a 60-day loan extension. A 10-1 city council vote in December lead to the approval for the request of the loan extension. In January 2017, city council granted the 60-day loan extension to a confident USM.

USM’s parent company, ESG, features this project beautifully on their web site. The benefits are numerous from new jobs to increases in property values. Very enticing, isn’t it? But is this what Virginia Beach residents want? Will construction of this arena address residents’ concerns? Or are city officials marching to a different beat?

Analysis

As a Virginia Beach resident for almost two decades, this is the first time I was aware of this survey. I haven’t even seen the results of past surveys.1 A web search located the survey results on the Virginia Beach web site. Feel free to check out the final reports distributed by the city.

The city provides a basic dashboard to explore this data. Unfortunately, it does not provide the answers to my questions.

Presenting the results from this survey in a simple yet meaningful way is a challenge. The simple approach is to analyze each question in order. This makes identifying a particular question easy for the user. Another method would be to group questions by category.2 Grouping questions into categories may provide insight into what is important to residents. Should the city direct funds towards education, reconstruction, transportation, or economic growth? These and other questions are better addressed if we categorize questions. For now, I’ll leave this as a future task. Some questions relate to city services, neighborhoods, or tourism. By grouping questions, patterns may be easier to identify. But what if the groupings are wrong?

The beauty of this analysis is that it is reproducible and easy to change and create. When new survey results are available,3 The next survey should take place sometime in 2017. I’ll re-run the report with the latest data. For the initial analysis I will report the results from each individual question. Refer to the Appendix for the survey results.

Observations

Final Thoughts

The City of Virginia Beach is not the only city deciding whether to build a large multi-purpose arena. Officials in Silver Spring, MD are also weighing the pros and cons of a multi-purpose arena.

For beach residents, the arena project would do little to improve traffic flow or improve road infrastructure.8 Throughout the US, road infrastructure is in disrepair. I suspect the opposite would occur. Greater traffic congestion accompanied by greater wear and tear on roadways.

City council needs to reconsider the impact of this project. They should review the results from their biennial surveys.9 Q37 asks, “What is the ONE most important thing the City should to do make Virginia Beach a better place to live?” One of the possible responses was “Get the new arena built so we can benefit from the proceeds.” In 2015, it received two responses. Compare this to 52 responses for “I think everything is fine.” From it they would learn this project does nothing to address the primary concerns of residents:

  1. traffic flow in the city
  2. the planning and construction of new roads
  3. the maintenance of existing roadways and bridges

Road construction and road infrastructure are an ongoing concern for beach residents. As a growing and diverse community, we will have issues that affect us. And we would like to be able to make our voice heard. But how?10 Q27 asks, “Are you Very Satisfied, Satisfied, Dissatisfied, or Very Dissatisfied with the opportunity citizens have to share their ideas or opinions before the City makes important decisions?” Responses were not favorable and it ranked in the top 5 in dissatisfaction for each year of the survey. This is another major concern for beach residents. Over 28% of the respondents don’t know how to voice their opinions on important issues.11 See Q48.

Give residents an effective way to share their viewpoints. Consider their comments before making important decisions such as the multi-purpose arena project. Based upon the survey results, the construction of this arena is not even on the radar for residents. There are more important projects that can better serve Virginia Beach residents.
