This document summarizes the occurence of CEC data in the eSMR dataset, and summarizes the associated permits. Data was obtained from the CIWQS Discoverer tool (from Rassam).
The original dataset includes data from 2001 and 2006 through 2016 (as well as dates labeled in years 1899, 1900, and 9999). The dataset summarized here was filtered to include monitoring data from 2008 through 2015.

To determine the types of permits associated with the CEC monitoring data, the ‘Reg_Meas_Id’ field associated with each sample in the eSMR data downloaded with the Discoverer tool was used to join the monitoring data with the permit data contained in the ‘Regulatory Measures’ flat file (reg_meas_export.csv), at: http://jasperreports/JasperReports/FlatFiles/
The ‘Regulatory Measures’ flat file contains fields labeled ‘REG MEASURE TYPE’ and ‘PROGRAM CATEGORY’ which both appear to contain information about the permit type associated with each sample. The following table lists the REG MEASURE TYPE / PROGRAM CATEGORY combinations found in the eSMR data associated with CECs.

Based on this information, I attemped to classify the permits as either NPDES or WDR. Any of the entries in the table above containing the string ‘NPDES’ were first classified as NPDES, and any remaining entries containing the string ‘WDR’ were classified as WDR permits, with the following results:
