I'm 67 now and when I was a child we went to the beach at Bay City State Park regularly, there was very little muck, mostly nice sandy beach. This suggests that the process of formation of the majority of muck is not natural, but mostly manmade.  However, the conditions causing the formation may not be avoidable based on the added population of the area. Therefore, nature may need some assistance in keeping it clean. I think this is possible with deployment of recirculating systems as well as the addition of oxygen (and possibly some minor amounts of ozone) as necessary. Eliminating Stagnation and homogenizing the water, both physically and thermally will produce significant results. Systems to do this in large lakes have been employed in other parts of the world very successfully.  These systems are reasonably priced from a capitol investment perspective (compared to alternate methods of clean up) and also reasonably cost effective form an operational and maintenance perspective. Japan has employed over 600 systems in various lakes, and reservoirs to help clean up their waters and have been very successful in reducing muck as well as cyanobacteria (blue green algae). The United States and particularly Michigan would be well served to investigate some of these systems for cleaning up the Saginaw Bay as well as other areas of the Great Lakes, such as lower Lake Erie.   "

Asking the public for their opinions is a reasonable step forward. Following up on good suggestions from them may get some positive results.
