Problem

  • Literature has not provided an inclusive definition of the workforce development profession that reflects the most recent changes and expansion to the field.

Evolution of Term

Traditionally

  • Variety of activities related to developing workforce; particularly as related to the federally funded programs for workforce development that provide serviceto various adult and youth population (Jacobs & Hawley, 2009)

Three Perspectives on WFD Haralson (2010)

1) Sustainable economic security of the individual

  • Focuses on combination of social services, community supports, job training and education that help an individual be successful in the workforce

2) Initiatives that educate and train individuals

  • focuses on sustaining competitive economic environment that benefits the sustainable economic growth of a community or region.

3) Organizational perspective

  • Focuses on the skills their business or industry-need to remain competitive in the global marketplace.

Purpose of Study and Research Questions

Purpose of Study

  • This study aim to provide a working definition of the workforce development profession and professionals by analyzing and existing documents of related occupations

Two questions will guide this study

    1. What are the conceptual boundaries of workforce development as a field of practice and profession in comparison to related fields?
    1. What are the occupational characteristics of workforce development as a profession in comparison with related fields?

Method

Data

  • Data from five different competency models of workforce development
  • 285 of public accessible workforce development professionals’ skills list
  • Over 100 job posting of workforce development professionals

Collected between May 2015 and August 2015

Content Analysis

  • The meaning of object is formed by social process
  • People use meaning of object by a interpretative process
  • Developing substance theory requires that people identify attributes and dimension of entities
  • A researcher can acquire insight and intuition by using structure of condition and results

Pathfinder Network Analysis

  • During the coding process, the cognitive concept map will be generated
  • The concept map is a map of the individual’s cognition on concepts
  • Concepts are stuctured by proximity of the meaning
  • Pathfinder Network Algorithm is considered to analyze the cognitive structure

Latent Semantic Analysis

  • In order to assess disambiguity of meaning of work, latent semantic analysis is considered.
  • Latent Semantic Analysis (LSA) is a computational-aided natural language process using document and term(Deerwester, Susan, Harshen, 1990).

Conclusion and Expectation

By this study we expect to answering:

  1. What are the conceptual boundaries of workforce development as a field of practice and a profession in comparison with related fields
  2. What are the occupational characteristics of workfoce development as a profession in comparison with related fields

In order to fulfill the research purpose and questions, multiple methodological approaches were considered.
