On an average day in the year to June 2026, Victorians reported about 91 thefts from shops and 66 stolen cars. Most of the people responsible were never identified. By the end of the year, 52% of shop thefts and 79% of car thefts were still unsolved.

  • About 38% increased on criminal incidents from 2002 to now.

  • 55% of incidents unsolved at year end, up from 42% in 2022.

1. The rebound is a theft story

Criminal incidents fell to 340,067 in the year to June 2022, during COVID-19 restrictions, then climbed to 482,134 in 2025. The latest year with 468,070 is only a small step back from that peak. Adjusted for population growth, the incident rate is still 27% above 2022.

Between 2022 and 2026, incidents of stealing from a retail store rose 151% and motor vehicle theft rose 139%, while victim reports from organisations, mostly businesses, rose about 83%. Use the buttons to compare other offence groups. Breaches of family violence orders followed a different path, rising steadily through the pandemic and now 55% above 2017.

2. More crime, fewer charges

What happens after an incident is reported matters as much as the count. In 2022, 42.3% of criminal incidents were still unsolved at the end of the year. By 2026 that share had reached 54.9%, about 257,198 incidents compared with 143,816. The share of incidents in which charges were laid fell from 39.1% in 2017 to 30.4%, the lowest in ten years.

Theft drives the trend. About 80% of theft incidents were unsolved in 2026. Asaults and sexual offences look different, with many incidents ending in “no charges laid” rather than “unsolved”.

A note on timing. Investigations take time, so incidents from the most recent year have had the least time to reach a charge. Part of the rise near 2026 may close as cases are finalised.

3. The crimes growing fastest are the ones least often solved

Each dot is one type of offence, placed by how fast it grew since 2022 and how often it was still unsolved in 2026. The shaded corner holds offences that grew faster than crime overall and are mostly unsolved. Stealing from a motor vehicle, the largest single offence type, is almost never solved. Offences police detect themselves, such as bail breaches, drug possession and weapons offences, sit at the bottom because the offender is identified at the time.

4. Offending is rising fastest among older adults, not teenagers

Public debate about crime in Victoria often centres on young offenders. The rate at which 15 to 17 year old males are recorded as alleged offenders is high, but it is below its 2017 level of 10,002. The biggest rises are among adults aged 45 to 64. The rate for men aged 50 to 54 rose from 2,470 to 4,277 per 100,000, and women show the same pattern.

In each row, the grey ring is the earlier year and the filled dot is 2026. Orange where the rate rose, blue where it fell. Switch the comparison year with the buttons. Young people are also handled differently once identified. Around 42% of youth alleged offender incidents ended in arrest in 2017, compared with 29% in 2026, while cautions, warnings and similar outcomes rose from 23% to 42%.

5. The highest offence rates are outside Melbourne

On an ordinary map, a few large rural councils would fill most of the picture while Melbourne’s 31 councils shrink to a smudge. This chart gives every council one equal square, placed roughly where it sits in the state, so each council counts equally. Melbourne’s CBD council has the highest rate, as expected for a place many more people visit than live in. Beyond it, 7 of the 10 highest-rate councils are regional, led by Latrobe, Mildura, Greater Shepparton and Northern Grampians. Regional Victoria as a whole recorded 9,698 offences per 100,000 residents, against 8,269 in Greater Melbourne. Both rose by a similar amount with 23% and 22% after 2022.

Overall

  • The fall is small and the rebound is large. Crime is down slightly on last year but still well above 2022, and theft accounts for most of the gap.
  • Clearance is the hidden headline. More than half of all incidents now end the year unsolved, and the offences growing fastest are the ones solved least often.
  • Offending is rising fastest among adults aged 45 to 64, not among teenagers.
