Why parents would give up or keep an emergency-care place

Duisburg mini-survey · Results for Table 8

This report summarises the written reasons for giving up an emergency-care place (emrgncwhy, PGID 7636289, v_11) and for keeping it (emrgncwhyNO, PGID 7640941, v_15). It uses the existing topic coding. It does not recode the answers.

The question and the sample

The mini-survey ran from 28 April to 12 May 2026 (Wave 2). We use 778 completed interviews (dispcode 31 or 32). Code 32 includes parents who paused and later completed the survey.

Parents imagined that emergency care had been announced for the next day and that not all children could attend. They were asked to assume they could arrange care at home, but only with considerable effort. They then answered whether there was a child at their kindergarten for whom they would give up their child’s emergency-care place that day. This concerns one day of emergency care, not giving up a permanent kindergarten place.

543 parents said yes, 206 said no, and 29 chose not to answer. Usable written reasons were available for 509 of the yes group (93.7%) and 185 of the no group (89.8%). Blank answers and answers removed by the existing cleaning rules do not contribute a reason.

Table 8 Main reasons

The percentages below use all parents in each yes/no group: 543 and 206. This matches the group bases in the draft table. The last column gives the number whose answer was assigned to that reason. One answer can have several reasons, so percentages need not add up to 100%.

Gründe für einen Verzicht

Begründung Anteil (%) n
Andere Eltern müssen arbeiten 40,5 220
Eigene alternative Betreuung oder Flexibilität 40,5 220
Andere Familie hat keine alternative Betreuung 12,5 68

Base: 543 parents willing to give up a place. Any reasons tied for third place are included.

Gründe gegen einen Verzicht

Begründung Anteil (%) n
Eigene Berufstätigkeit 58,3 120
Betreuungsmangel, wiederholte Ausfälle oder ungerechtes System 25,7 53
Eigenes Kind braucht Betreuung, Routine oder Förderung 18,4 38

Base: 206 parents unwilling to give up a place.

If the table uses only parents who wrote a reason

These are the same counts, with smaller percentage bases: 509 usable reasons for giving up a place and 185 for keeping it. Use these percentages only if the table’s footnote names these bases.

Method and quotes

The existing coding uses keyword rules, including a second keyword pass labelled llm_fallback in the source. These are provisional automated categories. Their accuracy has not been checked by hand for this report. A phrase about work can refer to the respondent or to another parent, so the context matters.

To choose quotes, open outputs/emergency_care_reason_topic_tags.csv. Filter variable to v_11 or v_15, then filter topic_id to the reason. Read text_clean. Repeated text means the answer has several topic labels. Check the original wording in outputs/open_text_concerns_raw.csv, matching respondent_id and variable, and use text_original. Remove identifying details before quoting publicly.

The results describe those who answered this mini-survey. They do not estimate the views of all Duisburg parents. The screenshot’s note “Welle 1” should read Mini-Befragung / Welle 2 for these questions.
