Resilience Gap
Targeted blue-green retrofits for Dundee's existing residential neighborhoods
01 Executive Summary

Urban creep, the incremental paving of gardens, driveways and yards, is quietly eroding Dundee's capacity to manage rainfall where it falls. Planning policy already requires sustainable drainage in new development, but most of Dundee's housing pre-dates these rules, and nothing currently governs how existing gardens change over time.

This brief presents new parcel-level evidence from six Dundee neighbourhoods, paired to compare similar housing types at different levels of deprivation. Across all three pairs, more deprived neighbourhoods consistently had less private green space; by up to 12.7 percentage points, though denser, older housing narrows this gap regardless of deprivation.

Green space also varies sharply within neighborhoods, so blanket, area-wide funding would miss the properties that need it most.

The recommednation for this issue is a three-tier response: immediate spatial screening, a targeted household micro-grant pilot, and longer-term co-funding through Scottish Water's 2027–33 investment period.

ANTICIPATING THE QUESTION: IS SIX NEIGHBOURHOODS ENOUGH TO ACT ON?

This study provides a focused evidence base rather than a city-wide assessment. Across all three matched pairs, the more deprived neighbourhood consistently had less residential green space, with the same pattern observed across different housing types. This consistency provides a useful basis for identifying where further investigation and targeted intervention may be worthwhile. The proposed approach therefore builds from this evidence through spatial screening and a monitored pilot, allowing Dundee to test and refine the approach before considering wider application.

02 The Policy Challenge
THE GAP

Planning policy now effectively mandates sustainable drainage for new development (NPF4 Policy 22; LDP Policy 37). But planning control stops at the development boundary. Most of Dundee's residential land already exists, built under no such requirement, and it is this existing stock that is quietly losing green space, parcel by parcel. This is also a recognised gap in Scotland's own surface-water policy. The Water-Resilient Places framework identifies existing developed areas as a priority for disconnection, retrofit and diversion to blue-green infrastructure, specifically recommending incentives and guidance to support this work (Scottish Government, 2021). The challenge for Dundee is therefore not whether retrofit is consistent with national policy, but how it can be targeted and funded in existing communities.

THE CONSTRAINT

Scotland's permitted development rules (Circular 1/2024) already require permeable surfacing in some driveway conversions where hard surfaces are created between a dwelling and a bounding road (Scottish Government, 2024). However, enforcement capacity is limited, and regulation cannot reverse a conversion that has already happened. Closing the gap needs a mechanism reaching backward into existing land, not only forward into new applications.

Systemic Inequality

In all three matched comparisons, the higher-deprivation neighbourhood had less green space than its pair, most sharply between Douglas West and Craigie and Craigiebank.

Typology Matters

Dense, pre-war Lochee and West End show the narrowest gap of the three, showing that built form, not deprivation alone, sets the ceiling on private garden space.

High Micro-Variation

Green space varies sharply property to property within every neighbourhood studied. This suggests that deprivation alone is too broad a targeting mechanism: even within a priority neighbourhood, intervention may be most effective where limited green space and flood exposure coincide. Area-wide grants would therefore risk supporting properties with relatively little retrofit need.

MEDIUM TERM
Household Retrofit Pilot

Launch a Water Resilient Dundee micro-grant pilot across a defined number of properties in one priority cluster, such as Strathmartine or Douglas Connections, funding front-garden de-paving, rain gardens and downpipe disconnection. Require an on-site property audit before any grant is approved, and evaluate outcomes after an initial monitoring period before considering wider rollout.

LONGER TERM
Strategic Scottish Water Co-Funding

Use Scottish Water's 2027-33 investment objectives to co-fund residential retrofits as a lower-cost alternative to underground sewer expansion, embedding this pilot within the utility's own rainwater management strategy. This timing is particularly relevant because Scottish Water's draft 2027–33 Ministerial Objective 10 explicitly calls for collaboration with stakeholders to transform how rainwater is managed in new and existing communities, including integrated urban catchment management and the creation of flood-resilient places (Scottish Government, 2026). The proposed pilot would therefore test a practical delivery mechanism within an investment priority already under consideration.

Dundee already has the evidence, the priority catchments, and the partnership needed to act. What is missing is the mechanism that reaches private land directly. This roadmap is how Dundee builds it, starting with screening that presents a very low cost barrier.

Three layers, one cluster

Flood hazard, deprivation and parcel-level green space rarely overlap by accident. Where all three converge is where Dundee's next retrofit pound should go first.
