unlucky students
Australia built a $50 billion education industry on the backs of international students. Then it forgot to give them a fair deal.
Arjun is a fictional character, but his story is not. His experiences are drawn from the lived realities of thousands of international students in Australia, supported by the data and research presented in this article.
Act 1
The Promise
Arjun is 22. He has just been accepted into a university in Melbourne. His cousin came three years ago and has a good job now. His parents believe in this. He believes in this.
“My cousin came here three years ago. He has a job now. A good one. He said Australia is different — that if you work hard, it actually means something. My parents believe in this. I believe in this. I have a place at a university in Melbourne. I leave in six weeks.”

In 2024, Australia’s 42 universities collected $12.33 billion from international student fees — 27.3% of their total revenue. For some institutions, it is the majority of their income.
The chart opposite shows how rapidly that dependency has grown — and how concentrated it is. Two countries, China and India, account for nearly half of all international student income.
China and India dominate. Hover over the bars to explore each year. Notice how Chinese enrolments collapsed during the pandemic years (2020–2022) and have since recovered strongly. Australia’s universities did not diversify — they doubled down.
The “Rest of the world” column tells a different story: a broad but shallow base of students from dozens of other nations, contributing meaningfully but never enough to reduce the structural dependency on a handful of source countries.
Australia has the highest share of international students relative to its total population of any country in the world. One in thirty-three residents is an international student. The system was not designed this way. It grew this way — slowly and deliberately — as domestic funding flatlined and universities turned abroad to fill the gap.

Act 2
The Reality
Arjun arrives. The rent is higher than he expected. He finds two jobs — a café at 6am and a supermarket on weekends.
“I work two jobs. One at a café from 6am, one at a supermarket on weekends. After rent, after groceries, after my health insurance — the one they make you buy, not Medicare, they don’t give us Medicare — I send what’s left home. Some months there is nothing left. I was sick last winter. I went to work anyway. I couldn’t afford not to.”

International students pay full income tax on their wages. They pay GST on everything they buy. They fill critical labour shortages across hospitality, retail, healthcare, and construction. The Reserve Bank of Australia identifies them as the second-largest group of temporary work rights holders in the country.
In return, they are entitled to almost nothing.
The dotted line marks the maximum a student can legally earn under their visa conditions. In every city, it sits well below the cost of living — and rent alone swallows more than half of it. Melbourne and Brisbane look manageable until you add food, transport, and utilities.
Sydney is in a class of its own. Total monthly costs exceed $4,700. The maximum student income of $2,028 covers less than 43% of that. No amount of budgeting closes a gap that large.
They cannot access Medicare. They cannot receive Centrelink. They are ineligible for JobSeeker, Youth Allowance, or rent assistance. They are required by law to purchase Overseas Student Health Cover at their own expense — a private product that provides far less than Medicare.

Act 3
The Aftermath
Arjun graduates in November. He starts applying for jobs.
“I graduated in November. I applied to 200 jobs. I told myself 50 would be enough. Then 100. Then 150. Then 200. I have had three interviews. My classmates — the Australian ones — most of them have something already. I don’t understand what I did differently. I studied the same things. I worked harder, I think. But it doesn’t seem to count the same way.”

The blue line tracks domestic graduate employment. The red line tracks international graduate employment. The shaded gap between them is persistent, structural, and growing. It has nothing to do with grades or field of study.
In 2022, only 57.7% of international undergraduate graduates were in full-time work four to six months after finishing. For domestic graduates the same year: 78.5%. A gap of nearly 21 percentage points.
The pandemic dip (2019–2021) hit international graduates hardest — employment fell to just 49.8% in 2020. Domestic graduates recovered quickly. International graduates lagged years behind, and never fully caught up before the gap widened again.
Meanwhile the grey dotted line keeps climbing — that is the average annual tuition fee for international students. Fees rose through every year of the pandemic, through every year of poor employment outcomes. By 2025 the average sits at $39,805 per year. In engineering, medicine, and business, $60,000 or more is standard.
The chart tells a simple story: the cost of a degree keeps rising while the return on that degree — measured in employment — keeps falling for international students. That divergence is not accidental. It is the product of a system that prices international students as a revenue source, not as a cohort it has any obligation to place.
