Kindergarten Concern Topic Tagging
Overview
This report applies a reproducible multi-label topic dictionary to the ranked kindergarten change requests in v_5, v_6, and v_7. It reads the cleaned open-text extract from outputs/open_text_concerns_raw.csv, writes tagged and review CSVs, and visualizes the most common parent concerns.
Topic tags combine reproducible dictionary matches with an LLM-assisted fallback for answers that did not match the dictionary. A single response can match more than one topic, so percentages can exceed 100%.

Rows tagged by the fallback layer are marked with tag_source = "llm_fallback" in outputs/kindergarten_concern_topic_tags.csv. The fallback layer is an LLM-assisted semantic retagging pass over rows that had no dictionary match; it adds a separate Unclear / no substantive topic label for answers that do not contain enough information to assign a substantive concern topic.
How Topic Tagging Works
The first tagging layer is dictionary-based. Each topic has a set of German and English keyword or phrase patterns in topic_dictionary. The report normalizes each open-text answer and uses those patterns to assign one or more topic tags.
The second tagging layer is an LLM-assisted fallback. It is applied only to answers that did not receive any dictionary tag. These fallback tags are kept separate in the output with tag_source = "llm_fallback" so they can be reviewed or revised later.
Topic counts are multi-label counts: if one answer mentions more than one issue, it can contribute to more than one topic. For this reason, topic percentages can sum to more than 100%.
