I-70 Primary Market Area Identification

Study Context

The Primary Market Area (PMA) for the I-70 corridor in Indiana is defined using three inputs: membership in the INDOT MPO travel demand model region (Indianapolis MPO and Terre Haute/THAMPO), proximity to the I-70 corridor, and origin-destination trip data from Replica. Two PMA definitions are tested:

Version A — Without MPO: A county is in the PMA if it is within 5 miles of the I-70 corridor or in the top 85% of cumulative trip production.

Version B — With MPO: A county is in the PMA if it meets any one of:

  1. County centroid falls within the MPO model region (Indianapolis MPO or THAMPO)
  2. County is within 5 miles of the I-70 corridor
  3. County is in the top 85% of cumulative trip production on the corridor

Counties selected by proximity (within 5 miles) or trip production (top 85%) only.

Counties selected by MPO membership, proximity (within 5 miles), or trip production (top 85%).

Version B selection criteria met by each county (0–3).
