Pendahuluan

Latar Belakang Kasus

Pembangunan wilayah di Provinsi Jawa Timur memiliki dinamika sosial ekonomi yang tidak seragam antar kabupaten dan kota. Variasi ini tercermin melalui beragam indikator, seperti tingkat kemiskinan, PDB regional, angka harapan hidup, rata-rata lama sekolah, dan pengeluaran per kapita. Perbedaan capaian indikator tersebut mengindikasikan adanya ketimpangan dalam tingkat kesejahteraan dan perkembangan sosial ekonomi di setiap daerah. Oleh karena itu, diperlukan suatu pendekatan analisis yang mampu menilai pola kemiripan dan keberagaman antar wilayah secara komprehensif, dengan mempertimbangkan seluruh indikator secara bersamaan guna menggambarkan kondisi sosial ekonomi yang lebih akurat dan menyeluruh.

Data

Data yang digunakan dalam studi kasus ini berasal dari dataset publik berjudul Socio-Economic of Indonesia in 2021 yang diunggah pada platform Kaggle oleh Danny Theodore Dunrui. Dataset ini memuat berbagai indikator sosial ekonomi untuk seluruh kabupaten/kota di Indonesia pada tahun 2021. Untuk kebutuhan analisis ini, penelitian mengambil subset khusus Provinsi Jawa Timur yang terdiri dari 38 kabupaten/kota. Berikut adalah data yang digunakan dalam analisis MDS, hanya menampilkan 5 data teratas:

Latar Belakang Metode dan Tinjauan Pustaka

Untuk memahami pola kedekatan antar kabupaten/kota berdasarkan karakteristik sosial ekonomi tersebut, penelitian ini menerapkan metode Multi Dimensional Scaling (MDS) sebagai pendekatan analisis utama. MDS merupakan teknik analisis multivariat yang bertujuan untuk memetakan objek-objek ke dalam ruang berdimensi rendah berdasarkan tingkat kemiripan atau jarak antar objek, sehingga pola hubungan antar wilayah dapat divisualisasikan secara lebih intuitif dan informatif. Analisis dilakukan dengan menggunakan lima variabel numerik, yaitu persentase penduduk miskin sebagai indikator tingkat kemiskinan, PDB regional sebagai ukuran perekonomian wilayah, angka harapan hidup untuk menggambarkan kondisi kesehatan penduduk, rata-rata lama sekolah sebagai indikator pendidikan, serta pengeluaran per kapita yang merepresentasikan tingkat kesejahteraan masyarakat. Variabel-variabel ini dipilih karena mampu memberikan gambaran komprehensif mengenai kondisi sosial ekonomi yang dapat divisualisasikan ke dalam ruang berdimensi rendah melalui MDS, sekaligus menunjukkan fleksibilitas MDS dalam analisis kondisi sosial-ekonomi yang bersifat multidimensi dan kompleks.

Tujuan

Berikut adalah tujuan yang ingin dicapai pada penelitian kali ini: 1. Memetakan kondisi sosial ekonomi kabupaten/kota di Jawa Timur. 2. Mengetahui pola kemiripan antar daerah. 3. Menunjukkan fleksibilitas MDS dalam analisis kondisi sosial ekonomi.

Hasil dan Pembahasan

Berdasarkan hasil summary(data), kondisi sosial ekonomi kabupaten/kota di Jawa Timur menunjukkan keragaman yang cukup besar. Persentase penduduk miskin berada pada rentang 4,09% hingga 23,76% dengan rata-rata 11,32%, menunjukkan adanya daerah dengan tingkat kemiskinan rendah hingga cukup tinggi. PDB regional memiliki variasi sangat besar, mulai dari 6,7 triliun hingga 554,5 triliun rupiah, mencerminkan adanya kesenjangan ekonomi antar wilayah. Angka harapan hidup berkisar antara 66,83 hingga 76,67 tahun dengan rata-rata 71,82 tahun, yang menunjukkan kondisi kesehatan masyarakat yang relatif baik dan cukup merata. Rata-rata lama sekolah penduduk berada pada kisaran 4,86 hingga 11,37 tahun dengan rata-rata 8,06 tahun, mengindikasikan bahwa sebagian besar penduduk menempuh pendidikan sekitar jenjang SMP. Sementara itu, pengeluaran per kapita berada pada rentang Rp 8.673–17.862 ribu dengan rata-rata Rp 11.569 ribu, yang mencerminkan variasi tingkat kesejahteraan antar kabupaten/kota. Keragaman nilai pada seluruh variabel ini menjadi dasar yang kuat untuk menggunakan metode MDS dalam memahami pola kemiripan dan perbedaan antar wilayah.

Hasil menunjukkan bahwa hanya dua eigenvalue pertama yang bernilai positif besar, yaitu sekitar 1,82×10⁸ dan 2,43×10⁵. Dua nilai ini mendominasi total variasi dalam data sehingga dua dimensi utama sudah cukup untuk merepresentasikan struktur jarak antarkabupaten/kota. Eigenvalue ke-3 hingga ke-5 masih positif, tetapi nilainya sangat kecil sehingga kontribusinya terhadap representasi jarak relatif minimal. Sementara itu, mulai dari eigenvalue ke-6 hingga akhir nilainya mendekati nol atau bahkan negatif, yang merupakan hal wajar pada MDS klasik karena adanya kesalahan pembulatan dalam komputasi. Nilai-nilai yang sangat kecil atau negatif tersebut menunjukkan bahwa dimensi selain dua dimensi utama tidak menambah informasi berarti, sehingga konfigurasi MDS 2-dimensi sudah memadai untuk memvisualisasikan hubungan antar wilayah.

Nilai cumulative variance menunjukkan bahwa empat dimensi pertama pada analisis MDS sudah mampu menjelaskan hampir 100% variasi jarak antar kabupaten/kota, dengan masing-masing kontribusi kumulatif sekitar 99,86624% pada dimensi pertama dan 99,99970% setelah dimensi kedua. Walaupun cumulative variance pada dimensi ketiga dan keempat terlihat masih meningkat sedikit sebelum mencapai 100%, peningkatan tersebut hanya berasal dari eigenvalue yang sangat kecil sehingga tidak merepresentasikan informasi tambahan yang berarti. Dengan demikian, hanya dua dimensi pertama yang relevan dan mampu menggambarkan struktur data secara akurat. Setelah dimensi, peningkatan nilai kumulatif menjadi 1 atau 100% pada semua dimensi berikutnya, yang berarti bahwa dimensi tambahan tidak memberikan kontribusi informasi yang berarti. Kondisi ini menegaskan bahwa konfigurasi MDS dua dimensi sudah sangat memadai dan akurat dalam merepresentasikan pola kemiripan dan perbedaan sosial ekonomi antar wilayah di Jawa Timur. Dimensi tambahan hanya mencerminkan noise atau error komputasi, bukan informasi baru.

Output fit berisi koordinat tiap objek pada ruang dua dimensi hasil pemetaan MDS. Setiap baris mewakili satu objek, sedangkan dua kolom merupakan nilai koordinat pada Dimensi 1 dan Dimensi 2. Koordinat ini tidak memiliki satuan, namun menggambarkan posisi relatif antar objek berdasarkan kemiripan atau ketidakmiripan jarak yang digunakan dalam analisis. Objek yang memiliki nilai koordinat yang berdekatan dianggap memiliki karakteristik yang lebih mirip, sedangkan objek yang jauh posisinya menunjukkan perbedaan yang lebih besar. Secara keseluruhan, matriks ini digunakan untuk visualisasi peta persepsi atau klastering berdasarkan jarak antar objek dalam bentuk plot dua dimensi.

Output disparitities menunjukkan matriks ketidaksamaan yang menggambarkan seberapa besar perbedaan atau jarak antarpasangan objek dalam data. Setiap nilai merepresentasikan tingkat ketidakmiripan, yaitu semakin kecil angkanya maka semakin mirip dua objek tersebut, sedangkan angka yang besar menunjukkan objek yang sangat berbeda. Pola nilai rendah yang berkelompok di area tertentu menandakan adanya kemungkinan cluster alami, sehingga keduanya sangat mirip. Sementara objek yang memiliki disparity sangat besar terhadap banyak objek lain, menandakan posisi yang jauh atau karakteristik yang berbeda. Matriks ini biasanya digunakan dalam analisis klaster hierarkis, terutama metode Ward atau MDS, untuk melihat struktur kelompok berdasarkan tingkat kemiripan antarobjek.

Nilai stress yang diperoleh adalah 3.363634 × 10⁻⁵, atau sekitar 0.0000336, yang merupakan nilai sangat kecil. Dalam analisis MDS, nilai stress mengukur seberapa baik konfigurasi dua dimensi mampu merepresentasikan jarak asli antar objek. Semakin kecil nilai stress, semakin akurat representasi tersebut. Didapatkan nilai stress pada kasus ini yang mendekati nol, hal tersebut menunjukkan bahwa hasil MDS sangat baik, hampir tanpa distorsi, dan koordinat dua dimensi yang terbentuk mampu menggambarkan struktur jarak sebenarnya secara hampir sempurna. Dengan kata lain, visualisasi MDS yang dihasilkan sangat reliabel dan akurat.

Plot MDS ini menggambarkan pemetaan posisi kabupaten/kota di Jawa Timur berdasarkan kemiripan indikator sosial ekonomi. Pada grafik, sumbu horizontal menunjukkan Komponen Sosial Ekonomi 1, sedangkan sumbu vertikal menunjukkan Komponen Sosial Ekonomi 2, yang keduanya merupakan kombinasi dari seluruh variabel analisis. Daerah yang posisinya berdekatan berarti memiliki karakteristik sosial ekonomi yang serupa, sementara daerah yang berjauhan menunjukkan adanya perbedaan yang signifikan dalam struktur sosial ekonomi. Kota Surabaya terlihat berada sangat jauh di sisi kanan grafik, menunjukkan bahwa wilayah ini merupakan outlier dengan karakteristik sosial ekonomi yang jauh lebih maju dibandingkan daerah lain. Variabel seperti PDRB per kapita, tingkat urbanisasi, infrastruktur, dan pelayanan publik yang sangat baik mendorong posisinya keluar dari klaster sebagian besar daerah lain. Pemisahan ekstrem ini menandakan adanya kesenjangan pembangunan antara Surabaya dan kabupaten/kota lain di Jawa Timur. Di sisi kanan tengah, daerah seperti Sidoarjo, Kota Malang, dan Kota Madiun menempati posisi yang lebih maju dibandingkan klaster kabupaten lain, tetapi masih jauh di bawah Surabaya. Sidoarjo memiliki nilai tinggi pada Komponen Sosial Ekonomi 2, menunjukkan dimensi sosial tertentu yang lebih menonjol, seperti aktivitas industri dan urbanisasi. Kota Malang dan Kota Madiun berada sedikit lebih rendah, namun relatif dekat satu sama lain, menandakan adanya kemiripan dalam struktur perekonomian perkotaan dan kualitas layanan sosial mereka. Sebaliknya, sebagian besar kabupaten seperti Sumenep, Sampang, Pamekasan, Situbondo, Bondowoso, Lumajang, dan Probolinggo terkonsentrasi rapat di sisi kiri grafik. Klaster ini menunjukkan kesamaan sosial ekonomi yang kuat, umumnya mencerminkan tingkat pembangunan yang lebih rendah dan karakteristik wilayah pedesaan. Beberapa daerah seperti Pasuruan, Jember, Banyuwangi, dan Gresik berada di posisi transisi di bagian tengah, menandakan bahwa pada daerah tersebut sedang berkembang dan bergerak menjauh dari klaster kabupaten kurang berkembang. Secara keseluruhan, grafik MDS ini mengungkapkan tiga pola besar, yaitu Kota Surabaya sebagai pusat perkembangan, kelompok kota/kabupaten maju, dan klaster kabupaten dengan pembangunan relatif rendah.

Penutup

Kesimpulan

Berdasarkan analisis MDS terhadap lima indikator sosial ekonomi, terlihat adanya ketimpangan yang cukup signifikan antar kabupaten/kota di Jawa Timur. Nilai stress yang sangat kecil menegaskan bahwa pemetaan MDS mampu menggambarkan struktur data dengan baik. Visualisasi menunjukkan pengelompokan daerah dengan karakteristik serupa, sementara wilayah yang berbeda posisinya tampak menjauh dari klaster lainnya. Secara umum, terdapat tiga kelompok besar kondisi sosial ekonomi. Surabaya tampak sebagai outlier dengan tingkat pembangunan paling tinggi. Kelompok kedua mencakup wilayah seperti Sidoarjo, Kota Malang, dan Kota Madiun yang berada pada tingkat menengah hingga maju. Sementara sebagian besar kabupaten lain, terutama wilayah tapal kuda dan Madura, membentuk klaster dengan indikator pembangunan yang relatif rendah. Hasil ini menunjukkan ketimpangan wilayah di Jawa Timur masih kuat, terutama antara pusat perkotaan dan daerah yang lebih tertinggal.

Saran

Hasil pemetaan menggunakan Multi Dimensional Scaling (MDS) menunjukkan adanya kelompok wilayah kabupaten/kota di Jawa Timur yang memiliki kesamaan karakteristik sosial ekonomi. Temuan ini menegaskan perlunya kebijakan pembangunan yang lebih spesifik berbasis wilayah, bukan kebijakan umum yang diterapkan secara seragam. Daerah dengan kemiskinan tinggi dan akses pendidikan rendah perlu menjadi prioritas dalam intervensi pembangunan guna mengurangi ketimpangan antarwilayah. Selain itu, MDS terbukti efektif dalam menggambarkan kondisi sosial ekonomi yang kompleks, sehingga dapat dimanfaatkan secara berkelanjutan sebagai alat pemantau perkembangan wilayah di Jawa Timur. Pada penelitian berikutnya, disarankan untuk menambah variabel seperti tingkat pengangguran, IPM, dan infrastruktur publik agar hasil pemetaan semakin komprehensif dan akurat.
