We have evaluated 40 open data portals in Vietnam through a set of indicators that we compiled from previous research and the leading open data portals in the world. This is a report presenting the current status of open data portals in Vietnam

Research to Review and Evaluate Open Data Portals in Vietnam and develop recommendations on the functions and technical features of Open Data Portals is carried out with the following objectives:
Outcomes and limitations of open data portals based on current regulations.
Typical examples and good practices of open data in the region and around the world.
Recommendations to improve open data provision in Vietnam.

This report as well as the method used for assessment have been recommended in detail by MIC and World Bank team.
Methodology
The Research Team will evaluate each portal to have an overall assessment of the current status of the portals using a quantitative toolkit that includes criteria for evaluating open data portals in terms of functionality, usability, and content discoverability. content, data quality, etc.,
Each portal will be cross-evaluated by 02 members. Each port will be scored according to each criterion in the evaluation framework, then an average score will be compiled.
In addition, the research team will collect opinions from stakeholders, including providers, open data managers and users, on assessments of current Open Data Portals at Vietnam, through in-depth interviews
