Introduction

This analysis analyzes the flow of criminal matters from initial victim reporting through to police recording the alleged offenders.

Why this story?
Substantial attrition can expose systemic inefficiencies and unmet victim needs.

Focus:
We focus on examining attrition between Victim Reports, Police-Recorded Incidents, and Alleged Offender Incidents to identify points of attrition.

Goal:
To quantify attrition at each stage, identify offence divisions with the most attrition, and suggest policy levers to improve pipeline efficiency.

ABS Tables: Victim Reports, Criminal Incidents Recorded, Alleged Offender Incidents (Year ending December 2024).

Pipeline Overview

Initial Surge: Approximately 270,000 victim reports in 2024 expand to over 450,000 police-recorded incidents—underscoring both multiple offences per case and strong early engagement.

Critical Bottleneck: Only about 190,000 alleged offender incidents follow, meaning nearly 60% of recorded cases drop out before reaching formal accusation.

Top Victim Reports

Dominant Division: Property and deception offences alone account for nearly half of all victim reports, signaling a critical area for early intervention and resource allocation.

Concentration of Risk: With crimes against the person at roughly 100,000 reports and all other categories trailing far behind, our data-driven focus must prioritize these top two divisions to close the largest gaps in the justice pipeline.

Persistent Dominance of Property Crime: Property and deception offences continue to lead in both victim reports and police-recorded incidents, highlighting a crucial area for strategic intervention.

Attrition Gap in Personal Crimes: A noticeable decrease in police-recorded incidents for crimes against the person compared to victim reports underscores a critical attrition point requiring focused attention.

Property and deception offences continue to dominate from reports to allegations, revealing consistent system-wide burden.
