Public Housing demographics and FEMA National Risk Index

Juan Declet-Barreto

Introduction

Goal: To explore how demographics in public housing developments data vary with FEMA NRI indicators for heat wave, hurricane, coastal and riverine flooding, and wildfire risks.

Methods & Data

I aggregated HUD Public Housing (PH) Developments data to counties. This dataset has demographics attached to each development; I picked a few that I thought would be interesting. See the data dictionary here. 68.5% (4,315/6,299) of Public Housing developments with valid SES data included in analysis.

I then calculated the average value of the PH demographic variables in the counties in which they are located, grouping them by FEMA Risk Index ratings for heat wave, hurricane, coastal and riverine flooding, and wildfire (Very Low to Very High, excluding from the analysis those counties that do not have complete records for the PH or FEMA NRI values).

Heat wave risk

  • Per. Minority, Per. Black, is higher for higher heat wave risk categories
  • Asian, Hispanic, Overhoused, Ppl/Unit, Rent, Female Head of Household tend to increase for higher heat wave risk categories
