Data Source and Notes

Source: Author’s analysis of data from the Federal Student Aid Data Center, reflecting public high school seniors’ completions as of July 31 each year. Demographic data are derived from American Community Survey datasets published by the U.S. Census Bureau. Grade 12 enrollment is derived from the U.S. Department of Education’s Common Core of Data.

Notes: Below each chart is the demographic variable of interest. The 1st quintile represents the one-fifth of communities with the lowest values along the demographic variable of interest, and the 5th quintile represents the one-fifth of communities with the highest values along the demographic variable of interest. For example, for the figures labeled “Quintile: Share of population of poverty,” the 1st quintile represents high-income communities, and the 5th quintile represents low-income communities.

Figures B1 through B7 inform the section “How Do FAFSA Completion Rate Changes Vary by Demographics?” in the report.

Data Source and Notes

Source: Author’s analysis of data from the Federal Student Aid Data Center, reflecting public high school seniors’ completions as of July 31 each year. Grade 12 enrollment is derived from the U.S. Department of Education’s Common Core of Data.

Notes: The “Completion rate bracket” refers to a high school’s FAFSA completion rate in the year before the policy took effect. High schools in each bracket are aggregated together.

Data Source and Notes

Source: Author’s analysis of data from the Integrated Postsecondary Education Data System (IPEDS), fall enrollment survey, with institutional information derived from the College Scorecard. Only student counts reflecting first-time students are included.

Notes: “Pell share” refers to the “PCTPELL” variable in the College Scorecard, with values below 30% considered “low,” values between 30% and 60% considered “medium,” and values above 60% considered “high.”

Tables E1 through E6 inform Table 6 in the report.

Additional analyses

The set of tables below represent separate analyses on the number of students in a state with an active policy, FAFSA completion in California by high schools’ Cal-SOAP consortium member status, and estimated U.S. citizens living with a noncitizen adult family member. See the full report for the context for these analyses.

Data Source and Notes

Active policies

Source: author’s analysis of data from the U.S. Department of Education’s Common Core of Data, reflecting public high school grade 12 enrollment. States with an active mandate include Alabama, California, Colorado, Illinois, Indiana, Maryland, Nebraska, New Jersey, New York, Oklahoma, and Texas.

Cal-SOAP

Source: Author’s analysis of data from the Federal Student Aid Data Center, reflecting public high school seniors’ completions as of July 31 each year. Only high schools in California are included. We derived the list of high schools that are members of a Cal-SOAP consortium from Cal-SOAP consortia websites. We were unable to obtain information for the East Bay & Solano County Consortium. The websites for the San Bernardino County Consortium and the San Diego & Imperial Counties Consortium only listed district names and not high school names, so we included all public high schools within the listed districts. The lists of high schools for the Riverside County Consortium and the Sacramento Consortium were received via email correspondence.

Noncitizen Contributors

Source: Author’s analysis of 1-Year American Community Survey (ACS) Public Use Microdata Sample (PUMS) datasets from the U.S. Census Bureau, reflecting survey year 2023. Data reflecting group quarters is excluded. To calculate these figures, we first identified subfamilies in the PUMS dataset containing a noncitizen adult (aged 32+) and a chid who would likely be counted as dependent if they filed the FAFSA (see below for more details). Totals are rounded to the nearest 1,000.

Table F1 informs the introduction to the report, Table F2 informs Table 7 in the report, and Table F3 informs Table 8 in the report.

Data Source and Notes

Source: Author’s analysis of data from the Federal Student Aid Data Center, reflecting public high school seniors’ completions as of July 31 each year. Grade 12 enrollment is derived from the U.S. Department of Education’s Common Core of Data. Demographic data are derived from the Common Core of Data.

Notes: Below each chart is the demographic variable of interest. The 1st quintile represents the one-fifth of districts with the lowest values along the demographic variable of interest, and the 5th quintile represents the one-fifth of districts with the highest values along the demographic variable of interest. For example, for the figures labeled “Quintile: FRPL share of enrollment,” the 1st quintile represents high-income communities, and the 5th quintile represents low-income communities.
