PENDAHULUAN

Latar Belakang

Provinsi Jawa Timur memiliki distribusi angkatan kerja yang beragam berdasarkan jenis kegiatan, tingkat pendidikan, dan kabupaten/kota. Menurut data BPS Agustus 2020, jumlah pekerja laki-laki mencapai lebih dari 10 juta, dengan distribusi yang tidak merata. Sedangkan daerah pedesaan seperti Sampang hanya memiliki sekitar 30% tenaga kerja yang terlatih di SMA/sederajat, wilayah perkotaan seperti Surabaya memiliki lebih dari 70%. Selain itu, sektor resmi mendominasi wilayah perkotaan, tetapi sektor informal dan pertanian lebih dominan di wilayah pedesaan. Disparitas seperti ini menyoroti pentingnya memahami karakteristik pekerja untuk menegakkan sasaran kebijakan.

Analisis Multidimensional Scaling (MDS) dapat digunakan untuk menggambarkan hubungan antar wilayah berdasarkan karakteristik terkait pekerjaan. Dengan bantuan data BPS yang mencakup indikator pendidikan, jenis aktivitas, dan status pekerjaan, MDS dapat memvisualisasikan hubungan tersebut dalam cara multidimensional. Misalnya, kelompok orang seperti Jember dan Banyuwangi dapat dikelompokkan menurut dominasi sektor pertanian, sedangkan kelompok seperti Gresik lebih fokus pada sektor industri.

Hasil analisis MDS dapat menjadi dasar untuk perencanaan strategis, seperti program pelatihan kerja yang relevan dengan kebutuhan lokal atau pengembangan sektor unggulan di suatu daerah. Misalnya, data menunjukkan bahwa tingkat terbuka di Jawa Timur adalah 4,93 persen (BPS, 2020), dengan konsentrasi tinggi di beberapa daerah. Informasi akurat yang diperoleh dari MDS dapat membantu pemerintah dalam menerapkan kebijakan dan intervensi sehari-hari untuk secara efektif mengurangi sengketa tenaga kerja antara provinsi dan kota.

Statistika Deskriptif

Statistik deskriptif adalah metode yang berkaitan dengan pengumpulan, analisis, dan interpretasi data untuk menghasilkan informasi yang berguna. Statistik deskriptif adalah statistik yang hanya melihat data tanpa membuat asumsi tentang populasi. Statistik deskriptif hanya menampilkan ringkasan statistik berdasarkan data yang terkumpul (Walpole, 1997). Statistik deskriptif disajikan melalui ukuran penyebaran data, ukuran pemusatan data, grafik, diagram, histogram, dan lain-lain untuk memberikan informasi yang mudah dipahami.

Data

Data yang digunakan merupakan data sekunder yang diperoleh dari website BPS Jawa Timur pada Agustus 2020 di Provinsi Jawa Timur. Variabel utama meliputi jumlah angkatan kerja laki-laki, tingkat pendidikan (tidak sekolah hingga perguruan tinggi), jenis kegiatan (sektor formal, informal, dan pengangguran), serta tingkat pengangguran terbuka (TPT) yang tercatat sebesar 4,93%. Analisis mencakup 38 kabupaten/kota di Jawa Timur dengan karakteristik sosial-ekonomi yang beragam. Data ini dipilih karena keandalannya dan digunakan untuk mendukung pemetaan pola angkatan kerja menggunakan metode Multidimensional Scaling (MDS).

Berdasarkan hasil dari statistika deskriptif tersebut dapat diketahui bahwa:

  1. Pendidikan dasar (SD dan SMP) memiliki jumlah entitas yang jauh lebih tinggi dibandingkan tingkat pendidikan lainnya, dengan jumlah maksimum yang signifikan (SD mencapai 429917). Hal ini mencerminkan bahwa pendidikan dasar menjadi prioritas utama dalam sistem pendidikan nasional, sesuai dengan kebijakan wajib belajar di Indonesia. Tingginya partisipasi di tingkat SD dan SMP menunjukkan bahwa aksesibilitas pada jenjang ini relatif merata.

  2. Penyempitan di Pendidikan Menengah Pada tingkat SMA dan SMK, terdapat penurunan jumlah entitas dibandingkan SD dan SMP. SMA cenderung lebih banyak dibandingkan SMK, yang menunjukkan bahwa sebagian besar masyarakat lebih memilih jalur pendidikan akademik (SMA) dibandingkan pendidikan kejuruan (SMK).   4. Secara umum, terdapat ketimpangan dalam distribusi jumlah entitas di berbagai jenjang pendidikan, yang terlihat dari perbedaan besar antara nilai minimum, median, dan maksimum. Hal ini mengindikasikan bahwa sebagian besar objek relatif mirip satu sama lain, dengan beberapa objek yang secara signifikan berbeda (outlier).

Objek yang berada jauh dari pusat (malang. sidoarjo, surabaya) mungkin memiliki karakteristik yang unik atau berbeda signifikan dibandingkan dengan objek lainnya.

Berdasarkan output, diperoleh plot 3 dimensi yang dapat menentukan kemiripan Kabupaten/Kota di Provinsi Jawa Timur. Daerah Malang, Sidoarjo, Surabaya nampak terpisah jauh dari Kabupaten/Kota lainnya menunjukkan adanya perbedaan angkatan kerja yang begitu tinggi dibandingkan dengan provinsi-provinsi lainnya.

Sedangkan, daerah Kediri, Blitar, Probolinggo, Pasuruan, Mojokerto, Madiun, Batu nampak begitu dekat dibangdingkan dengan daerah Kabupaten/Kota lainnya yang menunjukkan adanya kemiripan yang cukup tinggi antara angkatan kerja di daerah tersebut.

Nilai STRESS yang diperoleh sebesar 0,000000052399 yang menunjukkan bahwa model penskalaan yang diperoleh termasuk kriteria sempurna.

#Kesimpulan Berdasarkan hasil analisis statistika deskriptif dan output yang diperoleh, terdapat disparitas signifikan antar kabupaten/kota di provinsi Jawa Timur dalam angkatan kerja laki-laki tahun 2020. Daerah Malang, Sidoarjo, dan Surabaya memiliki angkatan kerja laki-laki yang tinggi dibandingkan dengan daerah yang lain.

Hasil multidimensional scaling (MDS) mengungkapkan kemiripan dan perbedaan karakteristik angkatan kerja laki-laki tahun 2020 yang digambarkan dalam plot dua dan tiga dimensi. Daearah Malang, Sidoarjo, dan Suarabaya menunjukkan perbedaan angkatan kerja signifikan, sedangkan kelompok kabupaten/kota tertentu seperti daerah Kediri, Blitar, Probolinggo, Pasuruan, Mojokerto, Madiun, Batu memiliki kemiripan karakteristik yang hampir sama. Pembagian kuadran membantu mengidentifikasi klaster kabupaten/kota di provinsi Jawa Timur dengan karakteristik yang mirip dalam pembangunan literasi.

Peta geometri dua dan tiga dimensi yang terbentuk memiliki tingkat kelayakan model yang sangat tinggi. Hal ini ditunjukkan oleh nilai STRESS yang termasuk dalam kategori sempurna. Dengan demikian, hasil analisis MDS dapat diandalkan untuk menggambarkan kemiripan antar kabupaten/kota dalam pemetaan angkatan kerja laki-laki provinsi Jawa Timur pada tahun 2020.
