Ms Stefania Giannini, UNESCO Assistant Director-General for Education. As UNESCO is a consultative member of the European Higher Education Area (EHEA), Ms Giannini works with the EHEA in overseeing and the further development of the Bologna Process. The Bologna Process strives for increase in the standards and quality of higher-education across all members of the EHEA. Linkedin

2 Recomendation

This report aims to evaluate recent trends as a result of the implementation of the Bologna Process, and further recommend either for the continuation or discontinuation of the process through evidence of Human Development Index and Gross National Income data.

Based on the analysis of the correlation between average IQ across the EHEA countries in relation to development indexes such as Gross National Income and the Human Development Index, there is seen to be a strong positive trend, illustrating the advantages of the implementation of such process in enhancing the education sector. Therefore, it would be beneficial to continue upon this process and the creation and improvement of other such similar processes.

3 Evidence

The data used in this report was obtained from MLIPPO and prepared by Emily Cooper.

3.1 Is there a correlation between the Gross National Income and the Average IQ of a Country?

library(readr)
library(tidyverse)
library(ggplot2)
Europe_Dataset <- read_csv("Europe Dataset.csv")
plot = ggplot(Europe_Dataset, aes(x=`Average IQ`, y=`GNI`)) + geom_point(size=2) + geom_smooth (method=lm , color="blue", se=FALSE) + labs(title = "Gross National Income and Average IQ across Europe in 2021", x = "Average IQ", y = "Gross National Income 2021") + scale_x_continuous(n.breaks=8)

corr= round(cor(Europe_Dataset$GNI, Europe_Dataset$`Average IQ`),3)

final = plot + geom_text(x = 87, y = 100000, label = paste0('r = ', corr), colour = "red")
final

As shown through the strong positive correlation of 0.6, high average IQ among residents of a country allow for greater increase in the total income earned by a country’s people and businesses. This conclusion has also been reached by others such as (Meisenberg & Lynn, 2011) who’s study explores the correlation between national IQs and economic growth and suggested that populations with higher IQs are more likely to create effective economic institutions that promote economic growth.

3.2 Is there a correlation between Human Development Index Score and Average IQ?

Europe_Dataset <- read_csv("Europe Dataset.csv")
ggplot(Europe_Dataset, aes(x=`Average IQ`, y= `HDI`)) + geom_point(size=2) + geom_smooth (method=lm , color="blue", se=FALSE) + labs(title = "Human Development Index and Average IQ across Europe in 2021", x = "Average IQ", y = "Human Development Index Score") + scale_x_continuous(n.breaks=8)

The strong positive correlation between average IQ and Human Development Index score further supports the efficiency of the Bologna Process, highlighting that investments in the education sector which have allowed for enhanced academics result in happier and more fulfilled individuals in a country.

4 Appendix

I selected Ms Stefania Giannini as my client as being the Assistant Director-General for Education she is also a consultative member of the EHEA. The role of a consultative member is to provide feedback and key insights on the implementation and efficiency of current policies. As such, a holistic overview was needed to illustrate the overall efficacy of the process and not specifics relating to a particular country, which could be explores in later reports in more detail.

Using scatter plots to clearly illustrate the data in a straightforward manner, allowing even those with limited statistical background a clear understanding of the data.

4.1 Limitations

It is important to consider the limitations present in the data. Human Development Index and Gross National Income data is available only for the year 2021. Data that considers a range of years would have allowed for more accurate analysis of the efficiency of the Bologna Process over the course of it’s implementation.
