Calculating Financed Carbon Emissions of Sovereign Debt through the PCAF Methodology

Key Findings

  • Global economic growth and emissions are strongly correlated, with East Asia and Pacific and South Asia showing significant growth, while Middle and North Africa and Sub-Saharan Africa have the least growth due to lower industrialization and limited access to modern technologies.

  • There is a positive correlation between sovereign debt and financed emissions, with China having the highest financed emissions followed by Brazil and India, and most high financed emissions countries are from East Asian and Latin American regions.

  • Intensity metrics enable the comparison of different countries. As of 2018, the highest financed emissions countries were Kazakhstan, Cambodia, South Africa, Argentina, Tunisia, Brazil, Mexico, Peru, Indonesia, and Colombia, with India and China no longer on the list when the size of the economy is taken into account.

Introduction

The issue of climate change has become increasingly pressing in recent years, and one of the main contributors to this problem is carbon emissions. While much attention has been focused on measuring the carbon emissions of individual countries, it is also important to examine the emissions associated with sovereign debt. In other words, how much of a country’s carbon emissions can be attributed to the financial activities related to its debt? This is where the PCAF (Partnership for Carbon Accounting Financials) methodology comes into play.

The PCAF methodology is a standardized approach for measuring the greenhouse gas emissions of financial activities, including sovereign debt. This methodology takes into account not only the direct emissions associated with a particular financial activity but also the indirect emissions that occur throughout the supply chain. By doing so, the PCAF methodology provides a comprehensive view of the carbon emissions associated with financial activities, including sovereign debt.

In this report, we will use the PCAF methodology to calculate the financed carbon emissions of sovereign debt for several countries. By doing so, we hope to shed light on the significant role that financial activities play in contributing to carbon emissions and the importance of measuring and reducing these emissions.

Comparison of GDP Adjusted PPP and GHG Emissions by Region from 1995 to 2018

From 1995 to 2018, global GDP adjusted by PPP increased along with an increase in consumption and production emissions. The East Asia and Pacific region had the most significant growth in emissions due to industrialization and urbanization. South Asia also showed substantial growth in emissions due to population and urbanization. In contrast, Middle and North Africa, as well as Sub-Saharan Africa, had the least growth in emissions due to lower industrialization, limited access to modern technologies, and economic and social challenges. These observations emphasize the strong correlation between economic growth and emissions and suggest the need for sustainable policies.

Sovereign Debt and Financed Emissions

Based on the data, there seems to be a positive relationship between sovereign debt and financed emissions. The results in Figure 3 demonstrate that the East Asia and Pacific region has the greatest amount of debt, which is also evident in their financed emissions. The Latin America and South Asia areas have comparable levels of debt and emissions, following closely behind. Remarkably, even though the Latin American and Caribbean region has experienced a reduction in GDP, it continues to contribute significantly to the sovereign debt associated with emissions.

Figures 4 and 5 offer insights into the countries with the highest financed emissions and their respective emission pathways. China is the largest contributor to financed emissions, with a significant margin over Brazil and India. From 2003 to 2005, there was an exponential increase in China’s financed emissions, and India also witnessed a steep rise in their financed emissions during this period. Overall, most of the countries with high financed emissions are from the East Asian and Latin American regions.

Production and Consumption Intensity

During the PCAF sovereign debt working group’s activities, the group defined intensity metrics for the normalization and comparison of sovereign production and consumption GHG emissions intensity. These metrics are as follows:

  • For sovereign production: Production Emissions / PPP-adjusted GDP

  • For consumption emission intensity: Consumption Emissions / Capita

These metrics enable the comparison of the real sizes of the economies and the output of different countries. As shown in figure 6, there is a positive correlation between mean consumption and production intensity form 1995 to 2018.

Based on the production and consumption intensity metrics ( Figure 7), as of 2018, the countries with the highest financed emissions were Kazakhstan, Cambodia, South Africa, Argentina, Tunisia, Brazil, Mexico, Peru, Indonesia, and Colombia. It is worth noting that when the size of the economy is taken into account, the ranking of these countries changes. India and China are no longer on the list, which suggests that their high levels of financed emissions were primarily due to rapid economic growth. Most of the countries on the list are from the Latin American region, and there is no discernible trend in the ranking of these countries over the years ( Figure 8).

Conclusion

In conclusion, the issue of carbon emissions and its contribution to climate change is a pressing concern for the world. The PCAF methodology offers a standardized approach to measuring the greenhouse gas emissions of financial activities, including sovereign debt. The results of the analysis using this methodology have revealed that there is a strong correlation between economic growth and carbon emissions. The East Asia and Pacific region had the most significant growth in emissions due to industrialization and urbanization, followed closely by South Asia and Latin America. The highest financed emissions were found in China, Brazil, and India, with most of the countries on the list being from the Latin American region. The use of intensity metrics for comparison has provided a comprehensive view of the financed emissions of sovereign debt, enabling the ranking of countries based on the real sizes of their economies and output. It is evident that reducing the carbon emissions associated with financial activities is crucial in addressing the issue of climate change. The report highlights the importance of measuring and reducing these emissions and encourages the adoption of sustainable policies to achieve this goal.
